Funding Model

Blue Spruce Community will be developed using a combination of private donations and Low Income Housing Tax Credit ( LITC ) funding.  Our plan is to raise the private funding that we require for land acquisition, community design and initial operating costs and use the LITC program to fund the initial capital requirements of the design and development of the community.

Over the next year, Blue Spruce Community will seek to raise sufficient funds through charitable donations to support the completion of the design of the community, the acquisition of the land and the required planning document submittals for both the local municipality and the federal government. 

Concurrently, Blue Spruce will be completing the Low Income Housing Tax Credit application for evaluation by the State of Colorado.  This will be due by July, 2019 and approval will be anticipated for the fall of 2019.  Assuming this occurs, the building project could begin in mid 2020 for 2021 completion. We will partner with an experienced LITC developer and builder to ensure timely review and completion of the community.

Blue Spruce Community will require ongoing charitable giving and grants to support the minimal level of staffing that we will require.  This will include an Executive Director, Activities Coordinator, and an Office Manager. 

Volunteers will play an important role in supporting the Blue Spruce Community for social activities, to serve as front desk and garden assistance as well as any additional requests or needs that seem fitting for this setting. We will also rely on volunteers to help us find and secure potential employment for our residents.

The apartment complex will be available to low income individuals with IDD. The tenants will pay rent on the low income scale using Social Security or other sources.  Tenants will utilize their Medicaid Disability waivers to support them in their daily living, hiring service providers and utilizing case managers.
